L'accordo collega le vendite di petrolio iraniano a crediti per le importazioni cinesi, aiutando Teheran ad accedere a forniture essenziali ed evitando i canali bancari internazionali.

La Cina ha acquistato oltre l'80% del petrolio spedito dall'Iran nel 2025, con una media di circa 1,4 milioni di barili al giorno, secondo Kpler.

Fonti a conoscenza del sistema hanno affermato che circa 2-2,5 miliardi di dollari sono passati attraverso un veicolo societario speciale (SPV) nell'ultimo anno.

Circa il 70% dei proventi del petrolio iraniano gestiti attraverso il meccanismo più ampio andrebbe a progetti infrastrutturali. Il resto viene utilizzato per pagare le aziende cinesi che forniscono merci all'Iran.

Secondo quanto riferito, il sistema è operativo almeno dal 2021, aiutando inizialmente l'Iran a ottenere medicinali e vaccini contro il COVID-19.
