Die Vereinbarung verknüpft iranische Ölverkäufe mit Krediten für chinesische Importe und hilft Teheran, an lebenswichtige Güter zu gelangen, während gleichzeitig internationale Bankkanäle umgangen werden.

Laut Kpler kaufte China im Jahr 2025 mehr als 80 % des per Schiff transportierten iranischen Öls, was einem Durchschnitt von etwa 1,4 Millionen Barrel pro Tag entspricht.

Mit dem System vertraute Personen sagten, dass im vergangenen Jahr rund 2 bis 2,5 Milliarden Dollar über eine Zweckgesellschaft (SPV) geflossen seien.

Rund 70 % der iranischen Öleinnahmen, die über den breiteren Mechanismus abgewickelt werden, fließen Berichten zufolge in Infrastrukturprojekte. Der Rest wird zur Bezahlung chinesischer Unternehmen verwendet, die Waren in den Iran liefern.

Das System wird Berichten zufolge mindestens seit 2021 betrieben und half dem Iran anfänglich bei der Beschaffung von Medikamenten und COVID-19-Impfstoffen.

Quellen behaupteten außerdem, dass es im vergangenen Jahr für Verträge über Luftabwehrausrüstung im Wert von Millionen Dollar genutzt wurde. Reuters erklärte, diese Transaktionen nicht unabhängig überprüfen zu können.

Das chinesische Außenministerium erklärte, es sei „mit der Situation nicht vertraut“, und bekräftigte seine Ablehnung einseitiger Sanktionen.
